Glenda Edwards

Executive Director

Glenda was appointed Executive Director March 17, 2008.  She joined RRHA in May 2006 and served as Senior Vice-President, Intergovernmental/Public Affairs until her appointment as Interim Executive Director in March 2007.  Glenda came to RRHA from Lutheran Family Services of Virginia, where she was Chief Operating Officer, providing leadership for a statewide network of community services.  Glenda completed her undergraduate studies at Christopher Newport University and obtained her MBA from Averett University.  She holds certifications from the National Association of Housing and Redevelopment Officials as a Senior Professional Housing Manager and from Quadell Consulting for Asset Management for Public Housing.

Earl Saunders

Vice-President Real Estate Management

Earl joined RRHA in 1977 and enjoys the status of “senior staff member” bringing a wealth of experience, knowledge and expertise to RRHA activities. He is responsible for all housing management operations including public housing and the Housing Choice Voucher Program. He is also responsible for the relocation of public housing residents when necessary due to capital improvements.

Catherine Wells

Vice-President Resident Services & Administration

Catherine joined the RRHA team in 2004.  She has oversight of Resident Services, Human Resources, Purchasing and Insurance Risk.

She is responsible for the development, implementation and ongoing administration of RRHA's Personnel Policies and Procedures. Catherine provides strategic leadership and management counsel, as well as HR generalist support, to all levels of management and other employees across multiple organizational divisions. Catherine manages the identification, assessment, and prioritization of RRHA’s insurance risk management program. Catherine provides management oversight of RRHA’s purchasing processes to ensure fair and open competition, equitable treatment of all bidders, adherence to regulations, and selection of the best value with greatest overall benefit to the agency.

Catherine is responsible for the management of the Resident Services department, working side-by-side with various community partners in providing programs and resources for residents that promote and encourage self-sufficiency, self-esteem and self-determination.

Roger Vest

Vice-President Real Estate Developement

Roger joined RRHA in 1998 and has served at Construction Inspector, Director of Capital Improvements, and Director of Facilities Operations.  The Real Estate Development Division is responsible for contract administration of all HUD contracts associated with Capital Fund projects as well as redevelopment and new construction.  Roger is a graduate of Roanoke Technical Institute with an applied science degree in architectural engineering.  Prior to RRHA, he operated his own company as a general contractor of residential and commercial construction for 22 years.  Roger remains a Class A licensed contractor in Virginia.

Jackie Austin

Vice-President Finance/CFO

Jackie joined the RRHA team in 2001 and has served in several positions within the finance department.  Before joining the RRHA team, Jackie was a technical accountant with AT&T, formally BellSouth Communication Systems.  She is a certified public accountant and earned her undergraduate degree in accounting from Radford University.  She is currently responsible for the budgeting and financial reporting activities of RRHA and its affiliates.
